A Hospital for the Criminal Insane was authorized by Chapter 585, Laws of 1911 under the supervision of the State Board of Control (WIHV85-A2106). The hospital opened in 1914 in Waupun. Its name was changed to the Central State Hospital for the Insane (Chapter 314, Laws of 1917). In 1939, control of the Hospital was assumed by the newly created State Department of Public Welfare (WIHV85-A488) under the Division of Mental Hygiene (WIHV88-A586).
